Na pilotn\u00edm projektu, kter\u00fd byl p\u0159edstaven na tisk\u00e9v konferenci v p\u00e1tek 8. dubna, spolupracuj\u00ed ministerstvo \u0161kolstv\u00ed, N\u00e1rodn\u00ed pedagogick\u00fd institut \u010cR a organizace U\u010ditel na\u017eivo. Program zalo\u017een\u00fd na expertn\u00edm know-how zku\u0161en\u00fdch \u0159editel\u016f a ov\u011b\u0159en\u00e9 praxi je sestaven\u00fd s c\u00edlem podpo\u0159it\u00a0budouc\u00ed i za\u010d\u00ednaj\u00edc\u00ed \u0159editele v oblasti pedagogick\u00e9ho veden\u00ed, kter\u00e1 byla dosud opom\u00edjen\u00e1. L\u00eddr \u0161koly posiluje schopnost zav\u00e1d\u011bt zm\u011bny a inovace, podporovat u\u010ditele a rozv\u00edjet jejich kompetence a do centra pozornosti \u0159editel\u016f stav\u00ed d\u011bti a jejich u\u010den\u00ed.<\/strong> <\/p>\n\n\n\n<p>\u010ce\u0161t\u00ed \u0159editel\u00e9 \u0161kol str\u00e1v\u00ed a\u017e 40 % sv\u00e9ho \u010dasu administrativou, kter\u00e9 \u0159editel\u00e9 z ostatn\u00edch zem\u00ed OECD v\u011bnuj\u00ed pr\u016fm\u011brn\u011b jen 27 % \u010dasu. Ve srovn\u00e1n\u00ed s kolegy z Estonska, Nizozemska nebo Velk\u00e9 Brit\u00e1nie \u010desk\u00fdm \u0159editel\u016fm nezb\u00fdv\u00e1 tolik \u010dasu na samotn\u00e9 veden\u00ed \u0161koly, v\u010detn\u011b toho pedagogick\u00e9ho, kter\u00e9mu v\u011bnuj\u00ed pouze 22 % pracovn\u00edho \u010dasu. \u0158editel\u00e9 z\u00e1rove\u0148 uv\u00e1d\u011bj\u00ed, \u017ee c\u00edt\u00ed, oproti \u0159editel\u016fm v jin\u00fdch evropsk\u00fdch zem\u00edch, nadpr\u016fm\u011brn\u00fd stres z pracovn\u00ed z\u00e1t\u011b\u017ee a jsou relativn\u011b m\u00e1lo spokojeni se svoj\u00ed profes\u00ed. Program L\u00eddr \u0161koly se proto zam\u011b\u0159uje nejen na provozn\u011b-pr\u00e1vn\u00ed agendu, ale p\u0159edev\u0161\u00edm na pos\u00edlen\u00ed schopnosti \u0159editel\u016f v\u00e9st pedagogick\u00fd sbor. Stav\u00ed do pop\u0159ed\u00ed jejich z\u00e1jmu kvalitu v\u00fduky a dopad \u0161koly na d\u011bti.<\/p>\n\n\n\n<p>\u0158editel je kl\u00ed\u010dov\u00fd pro dobr\u00e9 fungov\u00e1n\u00ed \u0161koly a m\u016f\u017ee sv\u00fdmi rozhodnut\u00edmi v\u00fdrazn\u011b ovlivnit vzd\u011bl\u00e1v\u00e1n\u00ed \u017e\u00e1k\u016f. V \u010cesk\u00e9 republice je postaven\u00ed \u0159editele oproti jin\u00fdm evropsk\u00fdm zem\u00edm je\u0161t\u011b z\u00e1sadn\u011bj\u0161\u00ed, proto\u017ee \u010desk\u00fd vzd\u011bl\u00e1vac\u00ed syst\u00e9m je velmi decentralizovan\u00fd. T\u00e9m\u011b\u0159 70 % sledovan\u00fdch rozhodnut\u00ed se odehr\u00e1v\u00e1 na \u00farovni \u0161koly a jej\u00edho \u0159editele. To je po Nizozem\u00ed nejv\u00edc ze v\u0161ech zem\u00ed OECD, kde se pr\u016fm\u011br pohybuje pouze kolem 40 %. Zbytek je v \u010desk\u00e9m vzd\u011bl\u00e1vac\u00edm syst\u00e9mu v rukou \u00fazemn\u00edch samospr\u00e1v nebo st\u00e1tu. Mezin\u00e1rodn\u00ed anal\u00fdza, kterou provedla organizace U\u010ditel na\u017eivo ve spolupr\u00e1ci se sociologickou v\u00fdzkumnou organizac\u00ed PAQ research, ukazuje, \u017ee \u0159editel\u00e9 jsou v pr\u016fm\u011bru m\u00e9n\u011b spokojen\u00ed se svou profes\u00ed v zem\u00edch, kde poci\u0165uj\u00ed vysok\u00e9 zat\u00ed\u017een\u00ed administrativou. Vysok\u00e1 decentralizace \u0161kolstv\u00ed a s t\u00edm spojen\u00e1 autonomie \u0161kol, jako je tomu v \u010cR, ale nemus\u00ed v\u017edy nutn\u011b znamenat vysokou z\u00e1t\u011b\u017e \u0159editel\u016f a jejich n\u00edzkou spokojenost. Existuj\u00ed p\u0159\u00edklady zem\u00ed jako Nizozemsko, kde i vysok\u00e1 m\u00edra autonomie \u0161kol nep\u0159in\u00e1\u0161\u00ed v takov\u00e9 m\u00ed\u0159e stres z pracovn\u00edho p\u0159et\u00ed\u017een\u00ed a nespokojenost, patrn\u011b proto, \u017ee je syst\u00e9m odpov\u011bdnost\u00ed na \u00farovni \u0161koly v\u00edce rozprost\u0159en (tedy nele\u017e\u00ed pouze na \u0159editeli) a je vhodn\u011b dopln\u011bn podporou \u0161kol ze strany st\u00e1tu, z\u0159izovatel\u016f a dal\u0161\u00edch akt\u00e9r\u016f.&nbsp;<\/p>\n\n\n\n<p>\u010ce\u0161t\u00ed \u0159editel\u00e9 oproti sv\u00fdm koleg\u016fm v Evrop\u011b poci\u0165uj\u00ed, \u017ee nemaj\u00ed mo\u017enost se dostate\u010dn\u011b v\u011bnovat pedagogick\u00e9mu leadershipu a tak\u00e9 \u017ee nejsou v t\u00e9to oblasti dostate\u010dn\u011b vzd\u011bl\u00e1v\u00e1ni. Pedagogick\u00e9 veden\u00ed \u0161koly nen\u00ed v \u010cR zat\u00edm syst\u00e9mov\u011b uchopeno. Zahrani\u010dn\u00ed v\u00fdzkumy a p\u0159\u00edstupy ukazuj\u00ed, \u017ee efektivn\u00ed pedagogick\u00fd leadership by m\u011bl b\u00fdt spojen s takov\u00fdm veden\u00edm \u0161koly, kter\u00e9 udr\u017euje v\u00fduku a u\u010den\u00ed v centru ve\u0161ker\u00e9ho rozhodov\u00e1n\u00ed s c\u00edlem zlep\u0161ovat u\u010den\u00ed v\u0161ech d\u011bt\u00ed a \u017e\u00e1k\u016f ve \u0161kole. Do jist\u00e9 m\u00edry se na oblast pedagogick\u00e9ho leadershipu \u0159editel\u016f \u0161kol zam\u011b\u0159uj\u00ed i c\u00edle a opat\u0159en\u00ed Strategie vzd\u011bl\u00e1vac\u00ed politiky \u010cR do roku 2030+, kter\u00e9 hovo\u0159\u00ed o nutnosti \u201epos\u00edlit roli \u0159editele jako l\u00eddra pedagogick\u00e9ho procesu\u201c. Nov\u00fd program L\u00eddr \u0161koly m\u00e1 chyb\u011bj\u00edc\u00ed podporu \u0159editel\u016fm \u0161kol doplnit.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>\u201eUkazuje se, \u017ee \u010de\u0161t\u00ed \u0159editel\u00e9 \u0161kol jsou zat\u00ed\u017een\u00ed administrativou a nezb\u00fdv\u00e1 jim \u010das na to nejd\u016fle\u017eit\u011bj\u0161\u00ed, aby se v jejich \u0161kole ka\u017ed\u00fd \u017e\u00e1k u\u010dil naplno a s radost\u00ed. To je pro m\u011b, jako b\u00fdval\u00e9ho u\u010ditele, nep\u0159ijateln\u00e9. Roli \u0159editele vn\u00edm\u00e1m jako n\u011bkoho, kdo z\u00edsk\u00e1v\u00e1 ostatn\u00ed pedagogy pro svou vizi \u0161koly, v jej\u00edm\u017e centru je p\u0159edev\u0161\u00edm \u017e\u00e1k, jeho u\u010den\u00ed a rozvoj. Proto jsem r\u00e1d, \u017ee podle zad\u00e1n\u00ed ministerstva \u0161kolstv\u00ed p\u0159ipravil N\u00e1rodn\u00ed pedagogick\u00fd institut \u010cR ve spolupr\u00e1ci s neziskovou organizac\u00ed U\u010ditel na\u017eivo projekt L\u00eddr \u0161koly, kter\u00fd pom\u016f\u017ee budouc\u00ed i za\u010d\u00ednaj\u00edc\u00ed \u0159editel\u016fm v mnohdy opom\u00edjen\u00e9 oblasti pedagogick\u00e9ho veden\u00ed,\u201c \u0159\u00edk\u00e1 <strong>Petr Gazd\u00edk, ministr \u0161kolstv\u00ed, ml\u00e1de\u017ee a t\u011blov\u00fdchovy<\/strong>.<\/em><\/p><\/blockquote>\n\n\n\n<p>Nov\u00fd program bude spadat pod N\u00e1rodn\u00ed pedagogick\u00fd institut \u010cR, kter\u00fd ro\u010dn\u011b vzd\u011bl\u00e1v\u00e1 v\u00edce ne\u017e 300 \u0159editel\u016f a je tak nejv\u00fdznamn\u011bj\u0161\u00edm poskytovatelem kvalifika\u010dn\u00edho studia pro \u0159editele.<em><\/em><\/p>\n\n\n\n<p>\u201e<em>\u0160kola, tedy u\u010ditel\u00e9 a d\u011bti, pot\u0159ebuje \u0159editele, kter\u00fd je p\u0159edev\u0161\u00edm l\u00eddrem schopn\u00fdm motivovat u\u010ditele k&nbsp;neust\u00e1l\u00e9mu posouv\u00e1n\u00ed a zlep\u0161ov\u00e1n\u00ed pr\u00e1ce s&nbsp;\u017e\u00e1ky ve t\u0159\u00edd\u00e1ch. Pr\u00e1v\u011b tyto schopnosti bude L\u00eddr \u0161koly rozv\u00edjet v&nbsp;r\u00e1mci jednoho ucelen\u00e9ho programu. M\u00e1me \u0159adu p\u0159\u00edklad\u016f dobr\u00e9 praxe, z&nbsp;nich\u017e m\u016f\u017eeme vych\u00e1zet a uv\u00e9st d\u00edky spojen\u00ed sil ministerstva \u0161kolstv\u00ed s&nbsp;ob\u011bma organizacemi tyto poznatky do praxe<\/em>,\u201c uv\u00e1d\u00ed \u0159editel N\u00e1rodn\u00edho pedagogick\u00e9ho institutu \u010cesk\u00e9 republiky (NPI \u010cR) Ivo Jupa.<\/p>\n\n\n\n<p>Inovativn\u00ed prvky L\u00eddra \u0161koly vych\u00e1zej\u00ed z programu \u0158editel na\u017eivo, kter\u00fd jako rozvojov\u00e9 studium pro dvojice z veden\u00ed \u0161kol nab\u00edz\u00ed organizace U\u010ditel na\u017eivo. Jej\u00ed \u0159editel Martin Kozel zd\u016fraznil, \u017ee absolventi programu vn\u00edmaj\u00ed velk\u00e9 posuny ve schopnosti v\u00e9st lidi a posilovat spole\u010denstv\u00ed \u0161koly. \u201e<em>V evaluaci programu \u0158editel na\u017eivo vid\u00edme, \u017ee jeho \u00fa\u010dastn\u00edci jsou spokojen\u011bj\u0161\u00ed ve sv\u00e9 profesi, nab\u00edraj\u00ed sebev\u011bdom\u00ed a uv\u011bdomuj\u00ed si sv\u016fj vliv na \u0161kolu. Oce\u0148uj\u00ed tak\u00e9, \u017ee vrac\u00edme jejich pozornost k d\u011btem,\u201c shrnul p\u0159\u00ednosy inovac\u00ed Martin Kozel, \u0159editel organizace U\u010ditel na\u017eivo. \u201eD\u016fle\u017eit\u00e9 je i to, \u017ee zm\u011bny v p\u0159\u00edstupu \u0159editel\u016f oce\u0148uj\u00ed u\u010ditel\u00e9. Dost\u00e1vaj\u00ed \u0161\u00e9fa, kter\u00fd je vede, pom\u00e1h\u00e1 jim v profesn\u00edm rozvoji. A to se pak projevuje t\u00edm, \u017ee se \u0161kola st\u00e1v\u00e1 lep\u0161\u00edm m\u00edstem pro d\u011bti,<\/em>\u201c dodal.<\/p>\n\n\n\n<p>Do programu L\u00eddr \u0161koly se mohou hl\u00e1sit za\u010d\u00ednaj\u00edc\u00ed \u0159editel\u00e9, ale i z\u00e1jemci o tuto funkci Uz\u00e1v\u011brka p\u0159ihl\u00e1\u0161ek je 30. \u010dervna 2022.
