Jak pl\u00e1nuje Praha pomoci v&nbsp;\u0159e\u0161en\u00ed nedostatku pedagog\u016f, jak se osv\u011bd\u010dily gymnazi\u00e1ln\u00ed t\u0159\u00eddy na pra\u017esk\u00fdch odborn\u00fdch \u0161kol\u00e1ch a jak\u00e9 projekty p\u0159ipravuje Praha ve spolupr\u00e1ci s&nbsp;Pra\u017esk\u00fdm inova\u010dn\u00edm institutem a jednotliv\u00fdmi m\u011bstsk\u00fdmi \u010d\u00e1stmi, odpov\u011bd\u011bl v&nbsp;rozhovoru pro Prahu \u0161kolskou.<\/strong><\/p>\n\n\n\n<p><strong>Do \u0161kol se kone\u010dn\u011b po dlouh\u00e9 dob\u011b vr\u00e1tily v\u0161echny d\u011bti. Co by se m\u011blo ud\u011blat na podzim pro to, aby se znovu neopakovala situace z tohoto \u0161koln\u00edho roku?<\/strong><\/p>\n\n\n\n<p>Ur\u010dit\u011b bychom se nem\u011bli chovat jako minul\u00fd rok a \u0159\u00edci si, \u017ee pandemie je za n\u00e1mi. Mus\u00edme b\u00fdt obez\u0159etn\u00ed a po\u010d\u00edtat s t\u00edm, \u017ee z letn\u00edch dovolen\u00fdch se mohou lid\u00e9 vr\u00e1tit s nov\u00fdmi mutacemi koronaviru, kter\u00fd se m\u016f\u017ee \u0161\u00ed\u0159it i proo\u010dkovanou populac\u00ed. Nav\u00edc, v epidemick\u00fdch pl\u00e1nech se zat\u00edm s o\u010dkov\u00e1n\u00edm nejmen\u0161\u00edch d\u011bt\u00ed nepo\u010d\u00edt\u00e1, proto budou v z\u00e1\u0159\u00ed \u0161koly vlastn\u011b nejm\u00e9n\u011b proo\u010dkovan\u00fdmi pracovi\u0161ti v zemi. U\u010ditel\u00e9 tak budou op\u011bt v prvn\u00ed linii. Cht\u011bli bychom proto, aby Praha byla v z\u00e1\u0159\u00ed p\u0159ipravena na plo\u0161n\u00e9 testov\u00e1n\u00ed PCR metodou a my jsme tak zajistili co nejbezpe\u010dn\u011bj\u0161\u00ed prost\u0159ed\u00ed pro n\u00e1vrat v\u0161ech d\u011bt\u00ed do \u0161kol u\u017e natrvalo. Pracujeme na tom spole\u010dn\u011b s pra\u017esk\u00fdmi laborato\u0159emi a testovac\u00edmi centry, ale pot\u0159ebujeme nad\u00e1le i spolupr\u00e1ci ze strany vl\u00e1dy, kter\u00e1 n\u00e1m mus\u00ed alespo\u0148 zajistit dostatek finan\u010dn\u00edch prost\u0159edk\u016f na testy.<\/p>\n\n\n\n<p><strong>D\u011bti z&nbsp;odborn\u00fdch \u0161kol m\u011bly pom\u011brn\u011b dlouh\u00fd v\u00fdpadek praktick\u00e9 v\u00fduky. Poda\u0159\u00ed se dohnat tento deficit? Co pro to m\u016f\u017ee Praha jako z\u0159izovatel ud\u011blat?<\/strong><\/p>\n\n\n\n<p>Ve velk\u00e9 m\u00ed\u0159e poda\u0159\u00ed, ale nesm\u00edme situaci podcenit. Z dlouhodob\u00fdch dat, ale i aktu\u00e1ln\u00edch pr\u016fzkum\u016f na\u0161ich nebo \u0161koln\u00ed inspekce vypl\u00fdv\u00e1, \u017ee nejd\u016fle\u017eit\u011bj\u0161\u00ed bude p\u0159esn\u00e9 zac\u00edlen\u00ed opat\u0159en\u00ed. Plo\u0161n\u00e1 opat\u0159en\u00ed jsou m\u00e1lo efektivn\u00ed. Uk\u00e1zalo se to t\u0159eba na dota\u010dn\u00ed v\u00fdzv\u011b ministerstva \u0161kolstv\u00ed \u201cLetn\u00ed kempy\u201d, jej\u00ed\u017e podm\u00ednky se pro na\u0161e \u0161kolsk\u00e1 za\u0159\u00edzen\u00ed uk\u00e1zaly jako m\u00e1lo flexibiln\u00ed a nereflektuj\u00edc\u00ed pra\u017eskou realitu. Proto budeme pokra\u010dovat v syst\u00e9mu dou\u010dov\u00e1n\u00ed a p\u0159\u00edm\u011bstsk\u00fdch t\u00e1bor\u016f, kter\u00fd dlouhodob\u011b s na\u0161imi \u0161kolami a domy d\u011bt\u00ed a ml\u00e1de\u017ee (DDM) provozujeme, a v\u00fdzvu p\u0159enech\u00e1me neziskov\u00fdm organizac\u00edm. Odborn\u00e9 \u0161koly se budou sna\u017eit akademicky nemotivovan\u00e9 \u017e\u00e1ky vt\u00e1hnout do letn\u00edho dou\u010dov\u00e1n\u00ed tak, jako se o to u\u017e te\u010f na ja\u0159e v r\u00e1mci obnoven\u00e9 prezen\u010dn\u00ed v\u00fduky sna\u017e\u00ed. Bohu\u017eel se to ale nepoda\u0159\u00ed u v\u0161ech, st\u00e1le budou jednotky procent \u017e\u00e1k\u016f, kter\u00e9 sou\u010dasn\u00fd vzd\u011bl\u00e1vac\u00ed syst\u00e9m nedok\u00e1\u017ee ke studiu dostate\u010dn\u011b namotivovat; a to ani v neform\u00e1ln\u00edm prost\u0159ed\u00ed letn\u00edch p\u0159\u00edm\u011bstsk\u00fdch t\u00e1bor\u016f. Zde je t\u0159eba trvale posilovat spolupr\u00e1ci s neziskov\u00fdm sektorem a akt\u00e9ry v soci\u00e1ln\u011b-vzd\u011bl\u00e1vac\u00edm prost\u0159ed\u00ed, abychom ty stovky st\u0159edo\u0161kol\u00e1k\u016f, jich\u017e se takov\u00e1 situace v Praze t\u00fdk\u00e1, od \u0161koln\u00edho ne\u00fasp\u011bchu zachr\u00e1nili a nalezli pro n\u011b metody, je\u017e je u v\u00fduky udr\u017e\u00ed.<\/p>\n\n\n\n<p><strong>Pandemie p\u0159inesla \u0161kolstv\u00ed mnoho zkou\u0161ek. Jak mysl\u00edte, \u017ee pra\u017esk\u00e9 \u0161koly obst\u00e1ly?<\/strong><\/p>\n\n\n\n<p>Ve v\u011bt\u0161in\u011b dob\u0159e, ale z\u00e1rove\u0148 mnoz\u00ed u\u010ditel\u00e9, mnohde i cel\u00e9 \u0161koly, kde metodiku distan\u010dn\u00ed v\u00fduky podcenili, poho\u0159eli. Jednodu\u0161e se je\u0161t\u011b prohloubily rozd\u00edly mezi t\u011bmi motivovan\u00fdmi a t\u011bmi bez dostate\u010dn\u00e9 motivace. A to plat\u00ed pro \u017e\u00e1ky, u\u010ditele, ale i cel\u00e9 \u0161koly. Ti, kte\u0159\u00ed se u\u017e p\u0159ed pandemi\u00ed br\u00e1nili posunout k nov\u011bj\u0161\u00edm v\u00fdukov\u00fdm metod\u00e1m, odpov\u00eddaj\u00edc\u00edm dvac\u00e1t\u00fdm l\u00e9t\u016fm 21. stolet\u00ed, byli od v\u00fduky v online podob\u011b zcela od\u0159\u00edznuti. V Praze jsme se to na \u00farovni z\u0159izovatel\u016f, na magistr\u00e1tu, ale i na m\u011bstsk\u00fdch \u010d\u00e1stech, sna\u017eili \u0159e\u0161it poskytnut\u00edm materi\u00e1ln\u00ed i metodick\u00e9 pomoci. Z rozpo\u010dtu magistr\u00e1tu jsme nap\u0159\u00edklad v roce 2020 nakoupili p\u0159es 500 nov\u00fdch notebook\u016f pro u\u010ditele a \u017e\u00e1ky, kte\u0159\u00ed by jinak byli odpojeni z distan\u010dn\u00ed v\u00fduky, zaplatili modemy a p\u0159ipojen\u00ed pro skoro 1000 \u017e\u00e1k\u016f a z odpis\u016f m\u011bstsk\u00fdch firem rozdali p\u0159es 100 desktopov\u00fdch po\u010d\u00edta\u010d\u016f do soci\u00e1ln\u011b znev\u00fdhodn\u011bn\u00fdch rodin. Sna\u017eili jsme se tak\u00e9 \u0161\u00ed\u0159it p\u0159\u00edklady dobr\u00e9 praxe v metodice distan\u010dn\u00edho vyu\u010dov\u00e1n\u00ed a tvorby online rozvrh\u016f, koordinovali komunikaci mezi magistr\u00e1tem, m\u011bstsk\u00fdmi \u010d\u00e1stmi a resortn\u00edm ministerstvem. Uk\u00e1zaly se ale i slabiny mnoha \u0161kol, je\u017e je\u0161t\u011b nejsou dostate\u010dn\u011b p\u0159ipraveny na v\u00fduku v digit\u00e1ln\u00edm stolet\u00ed, a je zde mnoho prostoru pro dal\u0161\u00ed zlep\u0161ov\u00e1n\u00ed.<\/p>\n\n\n\n<p><strong>Co pandemie p\u0159inesla pozitivn\u00edho? M\u011bly by to \u0161koly v r\u00e1mci vzd\u011bl\u00e1v\u00e1n\u00ed po jej\u00edm odezn\u011bn\u00ed zachovat?<\/strong><\/p>\n\n\n\n<p>Ur\u010dit\u011b je t\u0159eba udr\u017eet intenzivn\u00ed m\u00edru komunikace mezi jednotliv\u00fdmi \u0161kolami a profesn\u00ed s\u00edt\u011b, kter\u00e9 v dob\u011b pandemie organicky vznikly. \u0160koly mus\u00ed z\u016fstat otev\u0159en\u00e9 podn\u011bt\u016fm z okoln\u00edch \u0161kol a s\u00ed\u0165ov\u00e1n\u00ed je t\u0159eba podpo\u0159it i shora. Z\u00e1rove\u0148 je t\u0159eba udr\u017eet vybran\u00e9 n\u00e1stroje online sv\u011bta i v prezen\u010dn\u00ed v\u00fduce. Po\u010d\u00edta\u010d a internet u\u017e nav\u017edy z\u016fstanou z\u00e1kladn\u00edmi stavebn\u00edmi kameny lidsk\u00e9 civilizace a u\u010ditel\u00e9 tento fakt mus\u00ed p\u0159ijmout a vhodn\u011b jej zakomponovat do sv\u00e9ho pedagogick\u00e9ho procesu. Do ur\u010dit\u00e9 m\u00edry je to i ot\u00e1zka prob\u00edhaj\u00edc\u00ed genera\u010dn\u00ed obm\u011bny v u\u010ditelsk\u00e9 populaci, ale nem\u016f\u017eeme jen sed\u011bt a \u010dekat, a\u017e za katedrami budou st\u00e1t pouze u\u010ditel\u00e9, kte\u0159\u00ed v dob\u011b internetov\u00e9 u\u017e vyr\u016fstali. Mus\u00edme naj\u00edt cesty k online sv\u011btu i pro seniorn\u00ed pedagogy \u2013 je to ostatn\u011b i na\u0161e spole\u010densk\u00e1 odpov\u011bdnost v r\u00e1mci \u0159e\u0161en\u00ed kruci\u00e1ln\u00edho probl\u00e9mu \u201cdigit\u00e1ln\u00ed propasti\u201d mezi generacemi.<\/p>\n\n\n\n<p><strong>Nedostatek pedagog\u016f a kvalitn\u00edho veden\u00ed \u0161kol je \u010dasto om\u00edlan\u00e9 t\u00e9ma. Pl\u00e1nuje Praha n\u011bco v t\u00e9to oblasti?<\/strong><\/p>\n\n\n\n<p>Nedostatek u\u010ditel\u016f n\u00e1s v Praze tr\u00e1p\u00ed dlouho, proto se je i systematicky sna\u017e\u00edme do na\u0161ich \u0161kol nal\u00e1kat: jen v letech 2019 a\u017e 2021 jsme nap\u0159\u00edklad alokovali 2,2 miliardy na pos\u00edlen\u00ed plat\u016f pracovn\u00edk\u016f ve \u0161kolstv\u00ed z rozpo\u010dtu magistr\u00e1tu, a to pro pracovn\u00edky mate\u0159sk\u00fdch a\u017e vy\u0161\u0161\u00edch odborn\u00fdch \u0161kol, na\u0161ich \u201edome\u010dk\u016f\u201c (DDM), z\u00e1kladn\u00edch um\u011bleck\u00fdch \u0161kol, pedagogicko-psychologick\u00fdch poraden, ale i \u0161koln\u00edch j\u00eddelen. Z\u00e1rove\u0148 v magistr\u00e1tn\u00edch bytech m\u00e1me nav\u00fd\u0161enou kv\u00f3tu 380 byt\u016f pro u\u010ditele, dal\u0161\u00ed poskytuj\u00ed i m\u011bstsk\u00e9 \u010d\u00e1sti. Na kvalitu u\u010ditel\u016f, ale i \u0161kolsk\u00e9ho managementu se pak zam\u011b\u0159uje n\u00e1\u0161 Krajsk\u00fd ak\u010dn\u00ed pl\u00e1n vzd\u011bl\u00e1v\u00e1n\u00ed a projekty jeho implementace \u2013 letos v z\u00e1\u0159\u00ed nap\u0159\u00edklad spust\u00edme \u0158editelskou akademii jako jednu z kl\u00ed\u010dov\u00fdch aktivit projektu iKAP II. Cht\u011bli bychom tak\u00e9 zav\u00e9st prvky kari\u00e9rn\u00edho \u0159\u00e1du a metodiky odm\u011bn pro na\u0161e \u0161koly, z\u00e1rove\u0148 ale naj\u00edt balanc s dostate\u010dnou flexibilitou pro odm\u011b\u0148ov\u00e1n\u00ed sv\u00fdch pracovn\u00edk\u016f ze stran \u0159editel\u016f \u0161kol.<\/p>\n\n\n\n<p><strong>Pandemie zas\u00e1hla v\u00fdrazn\u011b n\u011bkter\u00e9 profese, p\u0159ev\u00e1\u017en\u011b v&nbsp;sektoru \u201ehoreka\u201c, budete ve spolupr\u00e1ci s odborn\u00fdmi \u0161kolami organizovat n\u011bjak\u00e9 rekvalifikace? A co sou\u010dasn\u00ed absolventi nap\u0159\u00edklad obor\u016f kucha\u0159 - \u010d\u00ed\u0161n\u00edk, p\u0159ipravuj\u00ed se pro n\u011b n\u011bjak\u00e9 mo\u017enosti rekvalifikace?<\/strong><\/p>\n\n\n\n<p>Ano, v r\u00e1mci projektu \u201ciKAP II \u2013 Udr\u017eitelnost\u201d, jen\u017e realizujeme ve spolupr\u00e1ci s Hospod\u00e1\u0159skou komorou, \u0159e\u0161\u00edme i agendu celo\u017eivotn\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed a pos\u00edlen\u00ed rekvalifika\u010dn\u00edch kurz\u016f na pra\u017esk\u00fdch odborn\u00fdch \u0161kol\u00e1ch. Nejde n\u00e1m jenom o b\u00fdval\u00e9 zam\u011bstnance sektoru \u201choreka\u201d, kter\u00fd byl v Praze v\u00fdznamn\u011b negativn\u011b posti\u017een pandemi\u00ed a restrikcemi v cestov\u00e1n\u00ed, ale o v\u0161echny dosp\u011bl\u00e9, kte\u0159\u00ed cht\u011bj\u00ed zm\u011bnit profesn\u00ed dr\u00e1hu. Na\u0161e odborn\u00e9 \u0161koly jsou k tomu ide\u00e1ln\u011b p\u0159izp\u016fsobeny \u2013 maj\u00ed dostatek kvalifikovan\u00fdch pedagog\u016f a mistr\u016f, materi\u00e1l a prostory pro v\u00fduku. Zat\u00edmco r\u00e1no a dopoledne mohou realizovat klasickou v\u00fduku \u017e\u00e1k\u016f mezi 15 a 19 lety v\u011bku, odpoledne a nave\u010der mohou jejich m\u00edsto zabrat dosp\u011bl\u00ed. N\u00e1\u0161 syst\u00e9m z\u00e1rove\u0148 reflektuje i projekty N\u00e1rodn\u00edho pedagogick\u00e9ho institutu, po\u010d\u00edt\u00e1me s dlouhodobou spoluprac\u00ed s \u00da\u0159adem pr\u00e1ce i se zapojen\u00edm odbor\u016f. Ztr\u00e1ta z\u00e1jmu o odborn\u00e9 \u0161koly mezi mladou generac\u00ed se v\u016fbec nemus\u00ed projevit na jejich udr\u017eitelnosti a ekonomice fungov\u00e1n\u00ed; naopak, m\u016f\u017eeme jim d\u00e1t novou roli v celo\u017eivotn\u00edm vzd\u011bl\u00e1v\u00e1n\u00ed, kter\u00e1 vyu\u017eije jejich p\u0159ednosti a na druhou stranu potla\u010d\u00ed sou\u010dasn\u00e9 identifikovan\u00e9 probl\u00e9my odborn\u00fdch \u0161kol souvisej\u00edc\u00ed pr\u00e1v\u011b prim\u00e1rn\u011b s nez\u00e1jmem mlad\u00fdch.<\/p>\n\n\n\n<p><strong>Zavedl jste tak\u00e9 koncept gymnazi\u00e1ln\u00edch t\u0159\u00edd na odborn\u00fdch \u0161kol\u00e1ch. M\u00e1te u\u017e n\u011bjak\u00e9 ohlasy?<\/strong><\/p>\n\n\n\n<p>Ano, minim\u00e1ln\u011b o gymnazi\u00e1ln\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed se zam\u011b\u0159en\u00edm na IT a na ekonomiku je v Praze z\u00e1jem. Do budoucna je to ur\u010dit\u011b model, kter\u00fd mohou vyu\u017e\u00edt i dal\u0161\u00ed pra\u017esk\u00e9 odborn\u00e9 \u0161koly a na n\u011bkter\u00fdch u\u017e si ke gymnazi\u00e1ln\u00edm t\u0159\u00edd\u00e1m p\u00ed\u0161ou sv\u00e9 unik\u00e1tn\u00ed \u0161koln\u00ed vzd\u011bl\u00e1vac\u00ed pl\u00e1ny. \u010cesk\u00e9 st\u0159edn\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed se mus\u00ed st\u00e1t prostupn\u011bj\u0161\u00ed a nedojde-li brzy ke komplexn\u00ed revizi oborov\u00e9 soustavy, gymnazi\u00e1ln\u00ed t\u0159\u00eddy na odborn\u00fdch \u0161kol\u00e1ch jsou jedn\u00edm z n\u00e1stroj\u016f, je\u017e m\u016f\u017ee dnes z\u0159izovatel docela snadno implementovat. Pot\u0159ebuje k tomu jen namotivovat \u0159editele a u\u010ditele a zajistit p\u0159\u00edpadn\u00e9 dal\u0161\u00ed materi\u00e1ln\u00ed pot\u0159eby. Gymnazi\u00e1ln\u00ed t\u0159\u00eddy jsou tak\u00e9 d\u016fle\u017eit\u00fdm krokem k p\u0159ekon\u00e1v\u00e1n\u00ed soci\u00e1ln\u00edch bublin, kter\u00e9 bychom se m\u011bli v \u010desk\u00e9m vzd\u011bl\u00e1v\u00e1n\u00ed sna\u017eit aktivn\u011b p\u0159ekon\u00e1vat. Bubliny ve \u0161kol\u00e1ch se toti\u017e n\u00e1sledn\u011b reprodukuj\u00ed i do dal\u0161\u00edch situac\u00ed a ve sv\u00e9m d\u016fsledku vedou k obt\u00ed\u017en\u011b p\u0159ekonateln\u00fdm bari\u00e9r\u00e1m ve spole\u010dnosti. Zcela kl\u00ed\u010dov\u00fdm partnerem pro pln\u011bn\u00ed na\u0161ich pl\u00e1n\u016f a dosahov\u00e1n\u00ed c\u00edl\u016f bude Pra\u017esk\u00fd inova\u010dn\u00ed institut (PII), kter\u00fd se de facto stane hlavn\u00edm koncep\u010dn\u00edm pracovi\u0161t\u011bm pra\u017esk\u00e9ho \u0161kolstv\u00ed. U\u017e nyn\u00ed je realiz\u00e1torem projektu Prague Smart Accelerator, j\u00edm\u017e implementuje prvn\u00ed inovace v pra\u017esk\u00e9m \u0161kolstv\u00ed, nap\u0159\u00edklad v agend\u011b podpory talentovan\u00fdch a nadan\u00fdch d\u011bt\u00ed, v p\u016flce roku se stane i hlavn\u00edm realiz\u00e1torem 360 milionov\u00e9ho evropsk\u00e9ho projektu \u201ciKAP II \u2013 Inovace\u201d. Bude velmi d\u016fle\u017eit\u00e9 tu pomoci m\u011bstsk\u00fdm \u010d\u00e1stem, hlavn\u011b t\u011bm men\u0161\u00edm, kter\u00e9 nemaj\u00ed administrativn\u00ed kapacitu na to, aby se do dota\u010dn\u00edch v\u00fdzev hl\u00e1sily.
